Makima

Makima is the kind of character the show refuses to explain. On paper she is a senior Public Safety Devil Hunter, head of Tokyo Special Division 4, the woman who rescued Denji from a ditch and gave him food and a bed and an actual job. She is gentle with him, patient with him, and speaks softly enough that he spends every free second hoping she will one day marry him. He is also more afraid of her than he is of any devil.

Everything she does looks like kindness and pays off like a contract. She hands Denji the Gun Devil as a target and promises him one wish if he kills it. She tells Aki that Denji is useful, not lovable, and that it is fine for him to hate his partner as long as he keeps him alive. She gives Power a home and then uses her as bait. Every time someone in the room figures out what she is doing, the conversation quietly ends and the person walks away feeling like they were the one in control.

Episode 9 rips the mask off for a second. She is shot through the head on a train and does not die. She walks through the car of Gun Devil contractors and crushes every one of them from across the room using a power the show refuses to name, then walks back into the office the next morning like nothing happened. By the end of Season 1 she has not been explained, has not been beaten, and has not slipped up once. The rest of the show is going to be about Denji finding out who is actually holding the leash.
